The core spirit of The Tao Principles has three layers:

1. Inward-to-outward cultivation:

It starts with personal virtues including filial piety, sincerity, as well as propriety, and emphasizes the inner work of "cleansing the mind and purifying thoughts", holding that one must cultivate oneself to restore one's originally good nature.

2. Interpersonal and social ethics:

It explicitly sets forth the Five Relationships, the Eight Virtues, and the Four Social Bonds and Three Guidelines—these are the ethical frameworks that underpinned the stable functioning of ancient society. Their purpose is "to build harmonious human relationships" and social order.

3. Religious inclusiveness and ultimate ideals:

It does not reject any major religion; on the contrary, it advocates elucidating the common profound teachings of all sages across faiths, revealing a tolerant "Heavenly Way" perspective. The ultimate goal is not merely personal liberation, but "turning the world into a place of peace" and "transforming human hearts toward goodness", pointing toward the collective vision of "Universal Harmony".
